Short answer: Yes. Foreigners hold 94.7% of jobs in Qatar, and unemployment was 0.1% at the end of 2025. You need a job offer first. The employer sponsors your work visa, then you do a medical check, give fingerprints and get your Qatar ID. There is no job-seeker visa. Since the 2020 reforms you can change jobs without your employer’s permission, and you pay no income tax on your salary.

This guide is for skilled professionals applying to Qatar from abroad. That includes engineers, nurses, doctors, teachers, IT, finance and hotel staff from India, Pakistan, Nigeria, the Philippines, Turkey, Latin America, the UK, the US and Russian-speaking countries.

Below are the visa steps, your rights, where to apply, the growing sectors, the documents, the pay and the scam signs. Rules and figures are current as of October 2026.

Foreigners do most jobs in Qatar, but only with an employer behind them

Qatar’s economy runs on foreign staff. In the last quarter of 2025, non-Qataris made up 94.7% of the labour force, or 2.33 million people. Only 3,218 people were unemployed, which is 0.1% (National Planning Council, Labour Force Survey Q4 2025). The National Planning Council is Qatar’s official statistics office.

Your right to live in Qatar comes from your job. The employer sponsors your work visa and residence permit. There is no job-seeker visa, and you cannot apply for a work visa on your own.

Many nationalities can enter Qatar as visitors, either visa-free or with a visa on arrival. A visit never gives you the right to work. Your passport must be valid for at least 3 months, and the visit rules for your passport are on Visit Qatar. If an employer makes you an offer while you are visiting, your status can be switched to residence inside Qatar, with a separate medical check.

The work visa takes six steps, and the employer files most of them

The order below is the usual one for private-sector hires. Your employer’s government-relations officer, usually called the PRO, files the applications with the Ministry of Interior and the Ministry of Labour. Your part is the documents, the medical and the fingerprints.

  1. Offer and contract. Under the Labour Law, the Arabic text of your contract wins if the two versions differ (Article 9). Check that the job title, basic salary and allowances in both match the offer.
  2. Work visa application. The employer applies for your work visa for that job title. You send passport copies, photos and your legalised degree.
  3. Checks before you fly, if your country has a Qatar Visa Centre. In some countries, a Qatar Visa Centre handles the medical check and fingerprints before you travel. Check the Qatar Visa Centre site to see if your country has one.
  4. Arrival. You enter Qatar on the work visa, never on a visit.
  5. Medical and fingerprints in Doha, if not done abroad. The Medical Commission of the Ministry of Public Health does the residence medical, and results take up to 72 hours (Ministry of Public Health). The Ministry of Interior takes your fingerprints.
  6. Residence permit and Qatar ID. The Qatar ID, often called the QID, is your residence permit in card form. You need it to open a bank account, get a phone contract, sign a lease and register for a public health card.

Do the medical and fingerprints in your first week or two. The PRO will tell you the deadline for your case.

The 2020 reforms give you more freedom than Qatar’s old reputation suggests

Older articles describe a system where the employer controlled your exit and your next job. That system ended with reforms completed in 2020.

  • No exit permit. You do not need your employer’s permission to leave the country (International Labour Organization).
  • No NOC to change jobs. A NOC, or No Objection Certificate, was the employer’s written consent to a move. Law No. 19 of 2020 removed it. You give notice instead: 1 month if you have worked up to 2 years, 2 months after that.
  • Probation of up to 6 months. An employer can use it only once. If you move to a new employer during probation, you give 1 month’s written notice, and the new employer repays the old one for your air ticket and any recruitment fees, up to 2 months’ basic wage (Law No. 18 of 2020). If you leave Qatar without following these notice rules, you cannot get a new work permit for a year from the date you leave.
  • A minimum wage for everyone. The minimum is QAR 1,000 basic, plus at least QAR 300 for food and QAR 500 for housing if the employer does not provide them. That makes QAR 1,800 a month, about $495 or £372. Conversions on this page use the fixed peg of $1 = QAR 3.64 and the Bank of England rate of $1.3279 per £1 on 6 October 2026. It is a floor for low-paid jobs, not a guide to professional pay.
  • Set hours and paid leave. The limit is 48 hours a week, or 36 in Ramadan. Annual leave is at least 3 weeks, and 4 after 5 years (Labour Law, Articles 73 and 79).
  • End-of-service pay. After a year, you get at least 3 weeks’ pay for each year worked, based on your last basic wage (Article 54). That is why the split between basic salary and allowances in your offer matters.
  • No income tax. Qatar does not tax salaries, wages or allowances (PwC tax summary, reviewed 17 September 2026). Your home country may still tax you, so check its rules.

Apply to the big employers directly, then use the Gulf job boards

Qatar’s largest employers hire through their own career sites. Start there, with no agency in between.

Then use the job boards. LinkedIn Jobs is one of the main channels for English-language professional roles, and recruiters search it for candidates. Bayt is one of the biggest job boards in the Middle East. GulfTalent focuses on professional and management jobs across the Gulf. NaukriGulf is the Gulf site of India’s Naukri.com. Set alerts for “Doha” and “Qatar” on each, and keep your profile open to recruiters.

The Ministry of Labour’s job platforms are not for applicants abroad. Ouqoul serves graduates of universities in Qatar, and Kawader serves Qatari nationals.

International recruiters with Gulf offices, such as Michael Page, cover professional and management roles. Qatari law bans licensed agencies from charging the worker any fee.

Your best odds are in the sectors that grew in early 2026

Qatar has no official shortage-occupation list. Employers ask the Ministry of Labour for visas job by job. So the useful signal is where the economy is growing. In the first quarter of 2026, real GDP fell 7.0% because oil and gas output dropped 25.8%. The rest of the economy grew 3.5% (NPC, GDP Q1 2026). Energy is still the best-paid sector, but the growth is in services.

Qatar’s development strategy for 2024 to 2030 names IT, finance, education, health and tourism among its priority sectors (NDS3). It also plans new types of visa for entrepreneurs, freelancers, students and elite talent. Since February 2026, senior executives nominated by their employer and entrepreneurs backed by an approved Qatari incubator can apply for a long-term residence permit (Fragomen). For most hires, the employer work visa is still the route, so check the current rules with the Ministry of Interior.

Qatarization mainly affects government jobs

Qatarization is the policy of moving Qatari nationals into jobs. Law No. 12 of 2024 lets the Ministry of Labour localise jobs in the private sector, and in September 2026 the ministry began consulting state-owned companies on a private-sector nationalisation plan. In government departments, 53% of the workforce is Qatari. In the private sector, it is 0.6% (NPC Labour Force Survey, 2024). So aim at private, mixed and state-owned companies, and expect more competition for ministry jobs.

English is enough for most jobs, but your CV must answer Gulf questions

English is the working language in most private-sector offices, hospitals and hotels. Arabic is a real advantage in government-facing roles and in sales to Qatari clients. You do not need it to apply for most professional jobs.

A Gulf recruiter reads your CV with practical questions in mind. Answer them in the first few lines:

  • Location and availability. State where you live now and your notice period. The employer plans the visa around your start date.
  • Nationality. State it. It tells the employer which documents and visa steps apply to you.
  • Results with numbers. Show projects delivered, budgets, team sizes and savings. Our CV achievement examples show how to write them.
  • Licences and degree status. Say if your degree is legalised and if you hold, or are working towards, a professional licence such as DHP.
  • Length. Keep it to two pages for most roles, in one clean layout that applicant tracking software can read.

The first interview is usually a video call, because most candidates are abroad. Expect questions on Gulf experience, multicultural teams and your notice period. Prepare for the package conversation too: basic salary, housing allowance, transport, flights and schooling are often separate items. Legalise your degree early, because Qatar does not accept an apostille

Qatar is not a party to the Hague Apostille Convention (HCCH status table). An apostille is the single stamp most countries use to accept foreign documents. For Qatar it is not enough. Your degree goes through consular legalisation instead:

  1. Your own country. The foreign ministry, or the authority that certifies documents for use abroad, stamps the degree.
  2. Qatar’s embassy in that country. It certifies that stamp.
  3. Qatar’s Ministry of Foreign Affairs. It adds the final stamp, at QAR 100 per academic certificate, about $27 (MOFA).

Legalisation goes through the country that issued the degree, even if you now live somewhere else. Start before you apply, because each stage takes time and the employer needs the document for your visa.

After that, some employers also ask for a degree equivalency from the Ministry of Education and Higher Education, which you apply for online. Doctors, nurses, pharmacists and allied health staff need a licence from the Department of Healthcare Professions (DHP). That includes a check of your diplomas and experience, and the Prometric qualifying exam. If you plan to bring your family, legalise your marriage and birth certificates the same way.

What the move costs you

  • Recruitment fees: nothing. Licensed agencies may not charge you any fee or other charge (Labour Law, Article 33).
  • Public health card: QAR 100 at the Primary Health Care Corporation, about $27.
  • Housing start-up: a deposit and the first month’s rent, unless the employer provides housing.

Ask in writing who pays for the visa, the residence permit and the medical before you sign.

Pay is tax-free, and your sector decides the number

Qatar does not tax salaries or allowances, so gross and net pay are the same (PwC). Official pay averages include allowances and benefits such as housing, so basic salary is lower.

To sponsor a spouse and children in the private sector, you need a technical or specialised job and a salary of at least QAR 10,000 a month, or QAR 6,000 if the employer provides family housing (Ministry of Interior rules, via QNA). The rule does not say whether basic or total salary counts, so ask the employer before you sign.

Never pay for a job: how to spot a Qatar job scam

Walk away if you see any of these signs:

  • A request for money for a visa, “processing”, training, a medical or a job slot. Sidra Medicine, for example, states that it never asks applicants to pay.
  • An offer with no interview. Real employers interview, usually by video.
  • A free email address. Real offers come from the company’s own domain. Check that the job exists on the employer’s careers site.
  • “Come on a visit visa and start work.” Working on a visit is illegal. Your work visa comes before your first day.
  • A contract that differs from the offer. Check the Arabic version too, because it is the legal one.
  • Someone keeps your passport. Your passport should come back to you once your residence permit is done.
