In April 2025, the UK Home Office introduced substantial changes (link to the officially published changes to the immigration rules) to the Global Talent Visa route. UK Global Talent Visa changes 2025 are affecting mainly the Arts Council England applications, including PACT (Film & TV), Architecture and Fashion routes. Most of these changes took effect on 9 April 2025. The move to a single GOV.UK endorsement form took effect on 4 August 2025.

Arts Council: Overall changes
UK Global Talent visa 2025 changes:
- Letters of recommendation must now explicitly confirm an artistic working relationship.
- This means vague “support” letters are no longer valid, your referees must have worked with you in a creative/artistic capacity.
Example:
Acceptable: “We co-produced a multidisciplinary performance at [Venue].”
Not acceptable: “I have followed [Applicant]’s career for many years and admire their work.”

Architecture route: CV + Sector-specific references required
UK Global Talent Visa 2025 changes:
- A professional CV is now a mandatory document.
- Letters must show a clear working relationship in an architectural capacity. This is new.
- You still need 3 letters. 2 must come from well-established architecture organisations, and at least one of them must be UK-based. The third can come from another organisation or an individual.
Fashion applicants: CV, working-relationship letters and contributing-designer work
What’s changed for the UK Global Talent Visa 2025:
- A professional CV is now required.
- Letters must come from organisations or people you worked with in a fashion design capacity.
- The third letter can now come from an individual with expertise in your field. The other 2 must come from well-established fashion organisations, and at least one of them must be UK-based.
- Media recognition can now cover work you did as a contributing designer, for example for a brand.
- If you rely on support from an international counterpart of the British Fashion Council, the Council decides whether that organisation counts.
Challenge:
Designers without UK contacts may find the UK-based letter hard to get. The Skilled Worker visa is the usual alternative. The Graduate visa is only for people who have completed a UK degree. Read our comparison guide between those two visas here.

Film & TV (PACT) applicants: Award recognition clarified
What’s changed for the Global Talent Visa 2025:
- If applying based on a Main Award, the award must have been received personally, not just by the production or team.
- Alternatively, you can qualify if:
- You made a significant contribution to a production that won, or was nominated for, a Main Award
- The win or nomination was within the last 10 years
Also new for film and TV:
- Notable industry recognition must come from at least 2 separate productions.
- You must send a CV and 3 letters from organisations or people you worked with in a film and television capacity. At least one of the 2 organisation letters must come from a UK-based organisation.
What to Include:
- IMDb credits
- Letters from directors/producers
- Press clippings or festival brochures naming you
- Screenshots of the official award listings

Academic route: no change in April 2025
HC 733 did not change the academic peer review route. The Royal Society, British Academy or Royal Academy of Engineering assesses it. The letter rules are:
- Exceptional Promise: 1 letter of recommendation from an eminent person living in the UK who knows you and your work.
- Exceptional Talent: the same letter, plus a second letter from an eminent person who is a senior member of a UK organisation. This person gives an objective view of your work and does not need to know you.
Reminder: The rules do not list job titles. The endorsing body judges whether each writer has internationally recognised expertise in your field. Each letter must be written for your Global Talent application. Peer review usually takes 5 weeks.
What these changes mean for applicants
UK Global Talent Visa changes 2025:
- Credibility matters more than ever. Your CV, letters, and evidence must clearly show what you’ve done and in what capacity.
- If you’re early in your career and lack UK collaborations, consider alternative routes like:
- Graduate visa, if you have completed a UK degree
- Skilled Worker visa
- Scale-up visa, for a job with a fast-growing company approved as a scale-up sponsor

What has changed since April 2025
The rules kept changing after HC 733. These changes were in force by September 2026.
- August 2025: you now apply for endorsement on one GOV.UK form. Tech Nation’s own platform closed, and the digital technology Fast Track was removed. Tech Nation still assesses digital technology applications.
- 11 November 2025: 27 prizes were added to the prestigious prizes list. Holders of these prizes do not need an endorsement. RIBA can also accept evidence of group work.
- 8 April 2026: the research appointments pathway was simplified. The settlement (indefinite leave to remain) fee rose to £3,226.
- 1 July 2026: a new design pathway opened. The Design Business Association assesses it for Arts Council England.
- 9 July 2026: some prize names on the prizes list were corrected.
- 6 August 2026: the UKRI endorsed funder route opened to more than 100 businesses as host organisations.
The visa fee is still £766, the level set on 9 April 2025. The statement of changes of 3 September 2026 (HC 584) made no Global Talent changes.
Coming later: settlement applications made on or after 26 March 2027 will need English at B2 level, up from B1. This is already in the rules.
Proposal only: the government has consulted on “earned settlement”, with a 10-year standard path. It proposes that most Global Talent holders can still settle after 3 years. No rule change has been made.
